Thursday was our first day to have bills come to the House and be debated by the Committee of the Whole. For those of you who are like me and this is all new, the Committee of the Whole is like the final committee where a bill is heard before final vote is taken in the house. This is where all the debate is heard on a bill and amendments are offered up on a bill. This committee occurs on the house floor and all house members participate in the process. We heard a bill that set out the house rules for this two year period and a bill on the Joint House/Senate rules. The process took about 2 hours and was very interesting to finally witness the process. There were I believe 5 amendments to the House rules bill and non passed. The bills did pass the Committee of the Whole and will have a final action vote in the house sometime next week. Wow, it was special to finally see the process in motion. I now see why debate sometimes takes so long. These were simple bills and it still and it took 2 hours to debate and pass the bills.
