Yesterday I was meeting with a clinic. It is a Federally Qualified Health Center, which means it is a safety net clinic. They had two ACA navigators setting at computers doing nothing. I asked them how the enrollment is going. They said they use the same web site as everyone else and most of the time they set there doing nothing because the site is down. A great use of government funds. This is another part of the system that is broke due to the healthcare.gov web site not working.
